I use a procircut pipe and silencer on my 06 yz125. the pipe beefed up the midrange pull and made the bike pull harder and much longer on top. the shorty silencer added a little more torque (it is noticeable) but lost a little overrev (as opposed to the stock silencer with the pc pipe) but it is much louder.
if you really want to beat the 250f in a SHORT drag race then add 2 teeth to the rear sprocket (make sure your chain is long enough, or replace it as well) this will also make the bike FEEL like it has more low end, because the gearing is lower.

the lower gearing will also help a lot coming out of corners, it will lower top speed however. its a trade off. remember your giving up a lot of displacement to the 250f, you need to make up for it with skill and corner speed

i think that you need to ride more and get the skills to beat him an upgrade in exhaust wont all of a sudden make you beat him
he just has better riding skills

do some shopping let the price be the deciding factor.
making the bike faster wont make you faster, but it will help on the straights. focus on the corners its the best way to make up time on any bike.
