The whole site (including forums) is going through an upgrade (and all the normal hiccups that occur with one).
You can either empty your Temporary Internet Files, or set IE to check for new content when opening sites, or generally hitting F5 will do it.
Your computer is using cached (stored) files from the old site that are on your PC.

I haven't had to adjust anything, it all seems fine. Apart from the invisible post button, the inabilty to send PM's and view peoples profiles.
