Problem with the rear wheel

I took the rear wheel off for a tire replacement.The guy replaced the tir,i put everything back together and now im having problems.The problem is,that when i torque the wheel bolt to the spec,the wheel won't spin free.Its really hard to even push the bike.So to make wheel to spin free,i got to uptight the bolt and then the wheel spins good.Where could it be my problem????!! thanks a lot guys,and sorry for such a newb question....
