gearshift problems

It seems my bike wont shift into all 4 gears, but keep in mind it wont start cus im ordering new parts, but any suggestions on what the problem is will help.

A transmission can seem odd just sitting there, you may have to rock it to get it to change gears. I would wait until i could ride it before I worried about it. See if it'll change once its riding. What kind of bike is it?
