My kx125 runs like a raped ape during the summer, but when it gets cold the bike fouls plugs every half hour.  Is there something I can adjust to solve this problem?

Some bikes are more difficult to start than others. I'd say it's too lean for starters

when you take out the plug it is black and oily right? seems to be you are too rich and need to lean her out a little. When you ride it, does the bike foul out in the bottom, mid or top end? do you have good power on the top? If the bottom end is what is giving you problems, you will most likely have to lean out your pilot jet, or play with the clip position.

Your air/fuel mixture is too rich. You can either have your bike rejetted. Or if you dont have enough oil in the gas,  make sure that you are using the right amount of oil to gas that kawasaki recemends for your kx. Mor oil in your gas the leaner your mixture will be, the less oil in your gas the richer your mixture will be.
