having a strong engine is less than half the battle.  If I were you I would invest in getting your suspension dialed in to perfection.  A good handling bike is going to make you way fast IMO

This is my order of doing things if you notice I stress at each stage learn about what you have and what the short comings are before you just jump on the wagon.
It may take quit a while to do this and if you can't determine a problem don't fix what isn't broken.
I have owned total mods to my current bars, levers and tires RM-250 which unless the pipe gets any flatter or I get fatter it will stay this way.

1)  proper spring rates and Sag

2)  ridability: determine what you like and don't like about ergonomics, then make it feel the way you want.  This may mean bars, levers, seat height tires...you get the picture.

3)  Suspension: correct spring rates and sag is a must if they are is not then anything else really wont help.  Once the spring rate is correct IMO modern suspension is so adjustable and good that the average guy doesn't always gain a lot with revalves, this is not because they wouldn't benefit but because they haven't really tried adjusting what they have.  Try moving the clicker and determine what you want out of it before you revalve.

4)  Engine: After you get it set up see if there is anything you want different in the engine and are willing to give up.  Most engine mods and pipes require you to give in order to receive.  And remember depending on the mod you may be running race gas $$.

A couple of points I forgot to add above
Research any product before you buy it just because someone says it the greatest well...it may not be what you want.
Make sure your plugs are new and jetting is on before determining the engines needs, I've seen guys think they had a pig and correct jetting (not just someones spec's) had a rocket ship being choke buy bad jetting and plug.

I am totally with everyone on makin gthe suspension better.  The smother the ride, the faster you will be willing to go.  That said most every pro rider had the linkage changed on the KX. PC's linkage seems to be popular.

After that new graphix would make you look fast! The great thing about Kawasaki's green bikes is that you can make some really sweet looking graphics and dress them up nice.

New seals if they leak. Fresh oil will make your suspension feel like new so change it regularly. Set your SAG with all your gear on. Put all the clickers to stock settings (what the manual says).
Ride your bike and ajust your clickers accordingly. That might be all you need.

If you still cant get the feel you like then have your suspension revalved.
Everyone has there own way of revalveing ther suspension work.
I always try and use local people because I can take it right back to them if there is a problem, dont have to send it in the mail and the price is better most times and the work is just as good.

Ask around to see if there is a good suspension guy/gal in your area first.JMO

I agree with pojp do as much with what you have first if it still doesn't do what you want then look at the revalve.  If you can find a local this is much better than sending it off.  Check the RaceTech.com and Pro-Action.com they may a franchise in your area either one will do a good job.  If you can't find a local TooTech, Factory Connection, RG3...check there web sites and talk to them before you send it off.

Buy a new bike. The engines are not really more powerful on a new bike, but all the upgrades are in the frame and suspension. A factory 99 suspension is about as good as a stock 09 suspension. I would personally get a KTM 250sx if you want the best 250 out there. It is a strong starting point.

Get the right spring rates put on it, including the forks and shock, and then set the sag. You will notice a huge difference between your bike and the new bikes suspension. Next if you really want to get the suspension dialed in, a revalve is definitely worth it, the clickers can only do so much. Then you will want to set the clickers for each track or whatever condition you ride in.

Next you can do the carb or the engine. I would do the engine first. You have a few options: a) big bore b) high comp piston c) port and polish. You can also get an aftermarket exhaust. Get this done and the bike will rip, unless you don't have the correct jetting, so now you get the work done on the carb. Last year MXA did an article on this guy that makes the best 2 stroke carb ever. You can send your carb to him and he will mod it to get the most power out of your bike.
