It depends on your son really. How does he ride his pedal bike? Is he aggressive on it and take jumps and do burn outs ? Or does he merely ride to get from point A to B?
If he's aggressive on a pedal bike and handles it well then he should do fine on a
90 cc bike once he gets used to riding in general and it will last him till you can afford a larger one . A 90cc 4 stroke isn't a tremendously powerfull bike . Not like a 2 stroke bike. If it was a 2 stroke then I might feel it was a bit much for a 7 year old to learn on . Just make sure the bike physically is the right size for him so he isn't all cramped up and it will last him a little while .
I think the size of bike you should start your child on depends more on what you expect them to do on it and what they are interested in. They'll learn how to ride with any size youth bike you start them on (within reason) just as long as they have a safe place to practice and a patient teacher.

like jason says, the 90 will do fine if he can physically fit on it, and it is powerful enough that he won't get bored of it to fast. you'll have to take him to it and get him to sit on it. it is a big investment, i'd make sure that is what he wants to do. imo.

If it was me i would make sure he was interested. Cause when i got my first bike i was 14 so im very late at learning on the smaller bikes and had to jump onto a large bike and learn how to ride. Ask him if he knows who Chad reed/Ricky Charmichael/Travis Pastrana etc just to make sure he knows what dirtbikes are all about and the commitment it takes to learn. Cause you cant get on a bike and be pro within an hours riding.

TTR90's will be a great bike for him providing it suits him, if you approach a store (Providing your buying new) let your son roam the floor exploring the bikes to see what tickles his fancy.

Could possibly look @ a KX60 or RM65.  My daughter rides with a friend who is 8 [about 60 lbs.] and rides the crap out of it.  Also his first bike.  If he has an agressive sort of personality you could probably put him on one and he'd do fine.  Otherwise PW is a good line and he could spend some time on it and you could upgrade at Christmas if need be.
