Yup. Ball it up and squeez hard. You want it tacky to the touch but not wet.

alright thanks. I am using K&N Recharger pack when i clean it this weekend so it should be good for the Uni Air Filter even though the inner part is foam as long as it's oiled right?

Yup, I have a uni and spray the outside and inside. you want to think of this way, the oil is to catch the dirt and keep it from seeping through the holes. you got it man, trust your instincts

ok thanks. Also like after i clean it and ready to oil do i spray the oil on the top red and inner red? Andm for the foam do i spray top or inner or both?

not the inner, I just spray the outside and thats it, and when you squeeze the filter it will seep though and cover your filter.
