You will need to remove the carb and inspect for damage. It reads like you made a mistake with the parts when you put the carb together.  The float, needle and seat, bowl and gasket are designed to go together one way only. If you forced it, you may have caused some damage.

If fuel is coming out the over flow, then the needle is allowing fuel into the bowl to a level above where it should be.

Before you pull the carb, take the handle of a screw driver and tap on the float bowl, there is a slim chance there is a small piece or particle or dirt that may have entered the line when you were working on it. While the fuel is on and peeing out the vent, tap the float bowl this might jut work...if not take the carb apart.

The gas is dumb and only knows how to flow down hill, seek it's own level and, under the right coditions, combust. Take a look at the inside of the float bowl and visualize what is going on and correct the problem.
